John Dean "Jeff" Cooper (1920 – 2006) was a United States Marine Corps officer and firearms instructor. He was the creator of the "modern technique" of handgun shooting, and an expert on the use and history of small arms and defensive weaponcraft. "DVC" as signed in the Cooper's inscription likely refers to "Diligentia, Vis, Celeritas," which is Latin for "Precision, Power, Speed", the motto of the International Practical Shooting Confederation.
